Yes, he does, in my opinion.
HJ was in fact not allowed to wear the SA kepi, so he is wearing it for fun,
or to show off.
The photo might be from 1932 or so. The kepi does not show a colored
top, in my opinion. The colored top was a fact July 7, 1933.

show photos please. Yes, the HJ was in the earliest years known as the
Jugendbund der NSDAP and in 1926 subordinated to the SA. In 1932
the HJ became an independent organization. Horst Wessel did wear an
SA like headdress, but this was not yet a kepi. The sort of headdress
was known as "Hitlermütze" and also worn in the same style as in other
organizations.
The kepi was not worn during the earliest years- period as the shown
photo with eagle on top!
